With regard to the question of an amendment

to section 7 of Ordinance No.4 of 1925, I am advised that

this will not be necessary in the circumstances, since

if land is vested subject to an incumbrance, whether it

is a mortgage, declaration of trust or other burden, it

would not seem to require an amendment to the ordinance

in order to clear off the incumbrance, which can be

effected, for example, by the repayment of mortgage. In this case Government advanced an educational building

grant of $8,300 under the Grant Code and took a

declaration of trust from the Archbishop of Canterbury

binding him to use the premises provided with this grant

for educational purposes only and providing that if at

any time he should repay the said sum of $8,300 the

premises should "stand freed and discharged from the

trusts hereinbefore declared and contained".

Further

the premises mentioned above do not appear to be on the

section which the Bishop proposes to assign.

by my legal adviser who is dealing with this matter.
